Priority of Virtual Hosts

Is there a way i can control the performance priority of the VirtualHosts,
so that certain sites can be sacrificed (performance wise) to enable others
to meet peaks in traffic?

I was thinking about some sort of generic handler that would look at the
request, check the CPU load, and if it is too high, returns an error
message.  I'm not sure as to the extent you could handle and control these
requests, so i am open to suggestions.
