Even if you compile perl in statically it needs it. I'm not sure if this is a bug or a prerequisite for any mod-perl/apache install that uses mod_so even if its not the perl module. I do know however that building the perl dynamic libraries will solve your problem without forcing you to compile perl in dynamically.
