I got an e-mail a while back from one of the CPAN testers that my Perl API version of ApacheBench worked on Cygwin. I don't know how that compares to straight NT/2000, but you might try compiling ab with Cygwin. Since my code is based on ab, in theory ab should also work on Cygwin. You could also just use the my Perl version of ab which has most of the same functionality as ab. Let me know if it works for you.
