[RFC] Win32 mod_perl docs

Hi,
   Recently Stas suggested writing some OS-specific notes
for mod_perl on various platforms. For Win32 we've made a
start on this with 3 pages:

  discussion of multithreading on Win32 mod_perl (this was
  discussed recently on this list).

http://theoryx5.uwinnipeg.ca/win32_compile.html - a discussion
  on how to build mod_perl on Win32 (this is a slight expansion
  of INSTALL.win32 in the mod_perl sources)

http://theoryx5.uwinnipeg.ca/win32_binaries.html - a discussion
  of how to obtain mod_perl binaries for Win32.

Any comments about errors, omissions, inaccuracies, etc are
welcome - thanks.
