works fine for me, may be you need to add:
PerlModule Apache2
before your first <Perl> section?
Also I'd suggest to always run your mod_perl server with:
PerlSwitches -wT

That explains why I couldn't reproduce the problem, thanks. If it works in cvs why reporting a bug? Philippe has been working on PerlSections recently, so yes the cvs version is different from 1.99_09.
