If the reader is not a native English speaker, or at least if his English is not as good as yours, then the abbreviation "Manip" might suggest something to do with Manuals and/or or IPs. If he uses a dictionary it might still not be clear. OTOH a word like "Alter" is complete and unambiguous.

The idea of Manip came from a well known DateManip. The point is that it really manipulates headers, and not necessarily alters them (e.g. you can change the order of headers, without changing them).
I think another good name would be: HTTPHeadersFixup (as in PerlFixupHandler)
