open(STDERR, ">&STDOUT") not working

I had the following in wdbi.cgi that failed:
open(STDERR, ">&STDOUT") || die "Can't dup stdout: $!\n"
In Apache's error_log,  i have:
ModPerl::Registry: $r wasn't passed at...

Any ideas what went wrong?
