I'm sure I can solve the problem by moving the PerlInitHandler handler to something post-uri-translate.
I was wrong. Moving the handler to a Perl*Handler that takes place after PerlTransHandler does not fix the problem. I have to admit defeat. If anyone is aware of a fix for this, please let me know.
