As for the Linux distribution, this really doesn't effect Apache/mod_perl very much. I would recommend using whatever distribution you are most comfortable with currently. This will remove any silly distribution gotchas from your learning process. Once you have a good handle on mod_perl you can always switch to another distribution if you find a compelling reason to do so.
