Hi,

You can visit PayPal's web page and you will see an implementation of this
security check.
Choose "Sign up" and try to create an account. In the second form that askes
for the most personal data, at the bottom appears a link that opens another
window, with a link to a .au file that spells the security string letter by
letter.

I think it is not very complicated to create that kind of file.
