I'm not using Gentoo, so I can't tell. May be you've installed it manually (perl Makefile.PL && make && make install), in which case Gentoo will certainly not see it.

In any case you should upgrade to CGI-3.10, which has some mp2 related
fixes in it.


Looking over error_log more closely, the Registry.pm error is just
something I get when I'm transitioning between 2.0.0rc5 and 1.99.17. The real problem is the bareword error. Could that be due to the old
CGI package?

CGI.pm doesn't use those constants
