I was able to get a trace from a failing case after using './Build && t/TEST'. Calling just 't/TEST' finds the config file correctly. So it appears that calling ./Build is where the trouble occurs for me (though I've never seen this behavior before). From the trace below, you can see that A::T thinks the config file is '/usr/conf/httpd2.conf':
