Depends. In my experience I just get comments when people don't like what I'm
proposing :)

I haven't actually had the opportunity to play with output filters yet, so I
can't comment on the code or the problem being solved.

If it's useful to you and it simplifies a problem that you think other people
will have it belongs on CPAN (IMO). CPAN does have it's share of redundant
modules, but since you've not had anyone tell you that this problem was already
solved, I'd say it's a candidate.
