Absolutely. Set up Randy Kobes's PPM repository (http://theoryx5.uwinnipeg.ca/ppms/ for latest ActivePerl with PPM4 (build 819 and above) or http://theoryx5.uwinnipeg.ca/cgi-bin/ppmserver?urn:/PPMServer58 for earlier versions). There's also a binary mod_perl2 there.
