A quick look at the RFCs, and new-httpd archive, and I believe this might 
be a holdover from HTTP/1.0, or some borrowed old code. I don't remember
this ever being discussed on new-httpd. I'll look some more later tonight.

So there might be no good reason for it, unless someone can remember
otherwise.
