I think I've nailed it (I managed to reproduce it with Netscape v4.7,
and the fix has caused the problem to go away).
The proxy was trying to read an entity from the backend server when no
entity was expected. The proxy waited on the read, the backend waited
for the next request, until it timed out.
You'll need to update the entire http-2.0 tree in addition to the
http-proxy tree to get this fix, as a change has been made to the filter
code that affects the proxy.
