The California Code of Regulations can be found on the web at 
<http://ccr.oal.ca.gov/>.

Note that laws, especially related to alcohol, can vary based on the
particular jurisdiction you want to have your event in (ie Oakland may not
be the same as Alameda as Berkeley, etc.). Easiest thing to do? Apply for a
liquor license at your local government center. That should help you find
out the red tape inherent to your locality.
