Absolutely right. The Who was definitely NOT the first mod band. They became the prototypical mod band, but they were hardly the first. I've always thought that Georgie Fame and the Blue Flames were very mod-- the roots of mod music being "modern" jazz. By the time the Who became mods, the whole true mod scene was over, and it was just a bunch of hooligans running around pretending to be mods (gee...what does that remind us of?). It's sort of like how punk rock became rather cliche and everybody started wearing a uniform (looking like Sid Vicious) by 79.
