That's quite a laundry list there. As Tim pointed out, it doesn't really
do just one thing, so maybe an abstract name is good.
Another thing to think about is this. There's plenty of modules that
provide various higher-level wrappers around DBI such as Alzabo,
Class::DBI, DBIx::RecordSet and others in the DBIx namespace. Frankly, I
think this area is quite well served and doesn't necessarily need more
entries.
However, some of the other functionality you describe sounds really
interesting, like handling dead connections, getting read only
connections, etc.
Whatever you decide to do, I think it'd be very cool to have these pieces
be in separate modules (and separate tarballs) so that people who want to
use some pieces don't have to deal with the whole thing. I know that I'd
be interested in integrating some of those pieces into Alzabo myself.
