Can it fit into the Log::Dispatch architecture perhaps?

To me a debug message is very much the same as a critical alert but
with less severity, perhaps so little that it gets snipped off at
compile time.

Just a thought.  If you restrict the scope to what you have described
I think the name is pretty appropriate.
