Agreed. I think one service that will help with this now is the new
CPAN rating system, which I encourage others to contribute to:

http://cpanratings.perl.org/

I expect a new search.cpan.org feature could appear in the future that
offers "sort by rating". This way, if a module you are looking for
matches your keyword search /and/ it is well rated, it should be easier
to find.
