Hi. I personally think this is a great idea! I have some questions: (im writing this before I review your code. that will have to wait until after work.)

I use Pod::Find from a hacked script that has been kicking around for ages (author unknown) called UpDateHtmlDoc.pl for fixing up my Activestate documentation after CPAN installs.

One thing that _really_ drives me to distraction is that Pod::Find is too stupid to know that 10 minutes earlier it scanned the same files it is scanning now.  I want Pod::Find to be smarter so that it keeps track of files it has already scanned and havent changed since that time. It sounds like what you have will do something like this.

Can your module handle this? Would you consider doing something along this line?

I would call this Pod::DB. And I would give thought to how external tools like Pod::HTML and other converters can refernce it for page name lookups to reduce the overhead required in resolving links in pages.

Anyway, if this is all covered somewhere else, or by your module someone please let me know. I currently have an awful lot of CPAN stuff installed, and it really frustrates me that converting it into a comprehensvice cross linked and indexed, HTML version is so hokey.
