I must say the situation with CPAN is quite bad in this regard. I too have
a module that Alligator Descartes released, and did not update in a long
time, which I had to update. Furthermore, someone else uploaded a new
module for him, and it isn't installed by CPAN.pm by default.
Can't the CPAN administration team pass the ownership of the module to a
different contender, in this case? Why do we need all these dead camels?
