FWIW, Linux kernels have had CONFIG_HAMRADIO for a while as the main configuration switch for the AX25 networking subsystem.
I agree that the HamRadio:: top level name space should be the one for ham specific stuff, while modules that are applicable to other arenas (text to voice synthesis? morse code tools?) may have broader appeal and should not be buried under HamRadio. Well Morse code tools could be buried, as outside of Australia, there's not really a whole lot of single-wire telegraphy going on these days.
