A potential problem with people keyword-stuffing the description is that
for topics with a few synonyms fitting them all in makes the description
very stilted, lessening its worth as an explanation to a human reading
the description as a whole to work out what the module is for.  (See the
page titles on many commercial websites in crowded markets, such as
hotels.)

However, I still agree with you: humans in general are incredibly bad at
picking relevant keywords -- look how much better web search engines got
when they started ignoring the keywords and using other algorithms based
on picking the relevant bits out of the full text of pages themselves --
and having keywords being set independently by so many different people
does not sound like something with a high chance of yielding useful
results.

An appropriate multi-part module name plus a description field together
give a good opportunity for fitting in a reasonable number of keywords.
