Yes but PPM still has to know how to build it.  That's the important part.
It obviously can else MB couldn't build itself.  Acme::Colour, Data::Page
and Module::CPANTS are some other MB based modules which have PPMs.

However, this does appear to be the problem in many cases.  MB is not
installed.  But you will note CPANrun is trying to install it, thus MB 
support.

For whatever reason MB isn't already installed.  It may be a PPM policy
that they start with a clean build, dunno.  Given that its running 5.8.0 is
possible that the machine they're using is out of date.

It looks like a change/bug in the CPAN shell is the culprit.  There is no
longer a default for what continent you're on.  CPANrun does not appear
to know how to handle this.  It probably should and also CPAN.pm should
be fixed so it again has defaults for all configuration questions.

There's the problem to be fixed.
