Yeah, Andrew Ho asked brian d foy to do the transfer, following the discussion here. Over the years I've inherited modules this way.

It can be frustrating when you make significant updates to a module, and
the author sits on the changes for months. I've been waiting for about 9
months for bugfixes to Module::Install and Parse::Yapp to be accepted. :/
After a while, I politely ask if they want me to assume maintenance.  I'm
as bad as anyone about getting busy and not updating modules, but months
of delay is pretty egregious.

Another thing you can do is distribute your updated version of the module
along with whatever code you have that needs the update. It won't be
indexed as official by CPAN, but at least you don't have to wait for the
module author. (The downside is that searches will bring up your version,
so you'll be polluting the web a bit.)
