To be brief, people were discussing what to do to prevent things
like missing $Config{"cc"} for XS modules causing CPANPLUS to send FAIL
reports.
And, no, this is not my question. I'm not writing XS modules. I'm
only one CPAN tester being complained by FAIL reports. I tried to help
by collecting the whole thread to the relevant parties.
