They're not automatically cc'd to the module author; testers must do it manually. The best thing to do is subscribe to the cpan-testers mailing list[1] and set up a filter to delete all but the ones you want to see (i.e. Subject =~ /Module-Build/). Or you can just browse testers.cpan.org[2].

I used to keep up with certain modules by mailing list, but haven't in a while. It works well, but there is a lot of traffic on the list.
