The currently used licence is the one i did use
into the past for 
other not CPAN projects. I will change this ASAP.

I think what Frank is saying is that your license
forbids CPAN from  
distributing or mirroring your package without
your explicit  
permission.  That means that CPAN can't let
anybody download it  
without violating your license.  If that's so,
what's the point?

I personally suggest you consider one of the more
well-known licenses:
  
http://search.cpan.org/~kwilliams/Module-Build/lib/Module/Build/

Authoring.pod#license
In that classification, yours clearly falls in the
category of  
"restrictive"

But, of course, I respect whatever choice you
make.
