To prevent a FAIL, don't exit Makefile.PL with an error code. (I.e. don't die.)
So do something like this before creating the Makefile.PL:
my $flags = qx/ecl-config --cflags/;
if ( $? ) {
warn "Problems runing ecl-config";
exit 0;
}
