Because only strings have character positions.

Perhaps the description isn't clear enough - the string is the thing that
has tags. Tags are name/value pairs that apply to some substring range of
positions of that string. The type of the tag values is not restricted -
any scalar will do. Could even be a CODE ref, for "what to do if someone
clicks here".

Perhaps I should explain that clearer in the docs...
