Apparently it's independent of which build of Perl you're using. I build Perl from source, so 'which perl' is '/usr/local/bin/perl'. Nevertheless, my personal CPAN configuration in ~/.cpan/CPAN/MyConfig.pm is being ignored in favor of the "official" location.
