I was under the impression that the 'WWW::' namespace was simply the umbrella for anything directly related to the web, let it be tools to interface with it, web sites or web services. In that way, it seems to share that niche with 'Net::', which also has a lot of web services.

Personally, I'd probably go with Net::MetaCPAN::API, for the sake of not polluting the top-level namespace and to emphasis the web service nature of the beast. But then, I'm notoriously bad with coming up with names, so this advice with worth its weight in salt. ;-)
