My 0.02€:

Just because some people don't actively maintain their RT queue,
doesn't mean nobody is. I'd be uncomfortable with other people closing
my issues. There could be reasons why I leave an issue open that may
not be completely obvious to bystanders and users (e.g. not completely
tested yet, etc.). 

If the author isn't very active with documenting fixes in RT, ask 
him/her to be. It seems like the author at least is active in making 
fixes (and that's the most important thing!).
