Additional data point: this will only fail when running inside the CPANPLUS shell. If the user tries the Build manually, even using

        $ cpanp z distro
        $ perl Build.PL
        $ ./Build

the error will *not* occur. I believe this to be a problem with CPANPLUS itself, which is probably cured by upgrading CPANPLUS. I've seen this myself occasionally, even with installing a newer Module::Build, but I haven't taken the time to track it down (since *I* know enough to work around it).
