IMO, ExtUtils::CBuilder and ExtUtils::ParseXS should be installed along with Module::Build if the box has a C compiler. The fact that they are not means that module authors need to manually add them to the prereqs as a workaround. Needless to say, not every module author has yet jumped through that hoop. When those modules were split off, XS installation got a lot less user-friendly for the end- user.
