Yes, but unfortunately a few people are strewn a lot of off modules all around App::
I don't remember who, but I believe if you subtract actual applications and modules ABOUT applications (App::Install, App::Info) which I'd consider relatively legit as well, it's only 1 or 2 offenders doing most of the polluting of the App:: namespace. I continue to regard App:: as an area FOR applications, and not a suitable place for modules that are about BUILDING applications. And I believe that is also the general attitude of the rest of the modules@ namespace approvers.
