At a glance, it looks like that might have been fixed in svn.  At least, 
we had a similar discussion just recently.  See r10009.

Yes, patches against the HEAD of svn are usually best.

In general, yes.  It does make it easier.

That's not quite possible with the svn.perl.org setup.  The delay of 
requesting commit bits via e-mail puts a damper on it.
