No, they act like normal prerequisites. I never even knew that bundles always installed the latest version, I had to go digging into the CPAN.pm code to verify. It's not documented.

If that's considered important then a way to specific "the latest version" would have to be added to META.yml. If the normal dependency system is working as designed you'll never need such a thing.
