That means they test M::B as soon as you upload it against everything that is uploaded after it (plus some upgrade requests). Ask AndyA how useful this setup was for Test::Harness 3.00. It is sometimes annoying for those who get a FAIL that is not caused by their software. But CPAN::Reporter does record the versions of the main toolchain modules, so they are not completely lost when they see the FAIL report. The problem with _02 is that it produced only FAILs on my smokers so did not get installed. I have not yet understood why these fails happened. Let me know if you need more information.
