That's excellent. Make sure that the v5.10.0 release includes the updated version.pm from CPAN as well. ;-)
Regardless, there's still going to be 50,000 odd installs of Strawberry that AREN'T current sitting out there somewhere.
Can't be helped on your end, but CPANPLUS hasn't had a release in almost a year, so getting that out would also help. It's only the modules that depend on the core Module::Load::Conditional that will be broken, so if CPANPLUS had an explicit dependency on the updated M::L::C, then these stale Strawberry installs would get updated that way...
