Here is some additional info that may be helpful to know. We had this working on a Windows 2000 Server, it is only now that we are experiencing the problem after migrating to a Windows Server 2003 R2 server.
It appears that the CPAN Testers already reported this issue, so it is not just our environment that has the issue.
