While the upgrade to support configure-time dependencies has been
finished now (5.10.1 is where it hit core) we haven't yet started to
the deprecation of support for older clients.

The plan as I understand it is that at some point in the future, M:B
and M:I and friends will trap missing configure-time dependencies and
provide big warnings that people's toolchain is fatally out of date
and that they need to do a one-time-only upgrade.
