Module reload of configuration files

Is there a function or a way for a module to trigger a reloading of the 
configuration files?  I know on some systems there is the 'apache2ctl 
force-reload' command, but I want to have the module trigger to reload, 
and not by just issuing a system command calling apache2ctl.
