rationale:
Namespace choice: I chose Win32::MultiMedia::Mci as opposed to
Win32::Mci because I want to add several more modules all dealing
with the MultiMedia system on Win32.
This varies from Win32::Sound in that it can control all the
multimedia device types such as waveaudio, cdaudio, digitalvideo
(AVI's), vcr, sequencer (MIDI), videodisc etc...
Though I don't believe it would be a good fit, I would not be
against integration with existing modules.
