Based on Filter::Util::Call
rationale:
This module allows Strict Prototype type checking as well as inline
prototype variable definition (similar to C). The name space was
chosen because i think there should be more than one level and
explination of 'strict', and use of the Strict namespace seemed to
be a logical additon.
