rationale:
Standard Perl includes shellwords.pl, a perl4-style "require" file.
It suffers the limitations of other require files. Text::Shellwords
is a wrapper around shellwords.pl which adds the proper Exporter
behavior. Underneath the covers, it calls require "shellwords.pl",
in much the way that Term::Readline uses the old readline.pl file.
