Ah yes.  That goes a long way toward explaining why I couldn't find it.

I think it would be helpful, then, to alter the FAQ to say that looking
in the module list isn't enough.  I know I nearly ended up calling my
module HTML::Toc rather than HTML::GenToc because HTML::Toc was on CPAN
but not in the module list.
