The Sys::Hwloc module is a wrapper for the Portable Hardware
Locality (hwloc) library.

Since hwloc deals with key computing elements such as: NUMA memory
nodes, shared caches, processor sockets, processor cores, and
processing units, I believe naming the wrapper Sys::Hwloc should
place it where it should go.
Since the module uses the hwloc API, it is much more powerful than
Sys::CPU in gathering information about CPUs.
The hwloc C API provides an interface to bind threads to computing
elements. The current Sys::Hwloc module does not support this. It's
on the ToDo list. When implemented, this feature is similar to what
Sys::CpuAffinity provides.
